Isn't it already a texture? I mean all you have to do is to convert to dds.

Looks like the dds converter may work for you

I PostED also imports .BMP and .tga if you just wanted to open it in MS paint, save it as one of those, and import it after that way (and you can even convert to DSS on import).  It's better to do it with external software, but if you want a fast and easy option do it that way.
