It seems to me that the reason the Jap Government want to enforce this "Silly Law" is because they don't really hardly have much of a high crime rate to put more people in jail. That's my theory on the reason for them to do this and so far I'm sticking to that!

Nah, I doubt it would happen, at least not anytime soon. In my county the DA is no longer investigating/prosecuting misdemeanors or non-violent felonies due to budget cuts and the fact that the jails are so crowded that non-violent offenders are being released anyway, so it's no longer fiscally responsible to even bother with these cases.  And I can't see them bringing in the Feds to bust some 14 year old downloading a couple of games, especially when I see Prada and Ferragamo knockoffs on almost a daily basis.

Well it probably is more profitable at present for the corps to continue extorting exorbitant amounts of money from people through lawsuits. And I never thought I'd see the ICE/DHS involved in shutting down pirate sites but it happened. Thats DHS, Department of Homeland Security. Either there are no real national security threats in the world, or the corps have bought them too. All this bullshit legislation like SOPA (failed), ACTA (ongoing), this other TPP thing, all seemingly designed to put the Internet under government/corporate control.
