Using disc to install

Is there a way to use the disc to install after you have used it once? the first time used the disc, now that i have a new computer, steam just wants to download it. Thanks.

Here is the instruction!

1. Install Steam, login, select Postal 3. Then select "Delete local content".
2. Exit Steam.
3. Then press "Windows + R" and type:
"X\Steam\Steam.exe" -install Y:
Where X is the path to your Steam folder and Y is a letter of your DVD drive.
4. Press OK button.

That's all!
