This is the email I received from the FCC reguarding my FOIA request which lead me talking to the CIA's FOIA Desk Person who was really bored.

The Federal Communications Commission is a regulatory agency which is responsible for regulating interstate and foreign communications. Thus, the records that you seek are not within the Commission's jurisdiction.
There is no central office in the government that processes FOIA requests for all federal agencies. Each agency responds to requests for its own records. The records that you seek may be in the possession of the Central Intelligence Agency.
Also, you can usually access the website for a federal agency by typing in the agencies initials followed by dot gov.
I have provided below, the principal FOIA contact for the office which may possess the records you seek.
