oh.. & to answer the question above.. I used to use cheap web host.. just make sure they understand what it's for "prevents problems later on" find one of those code deals,and you can get one for around $50 - $60 a year.. only drawback is you have to pay for whole year,but averages out to $5,or so a month..

For Postal 1 - best is UE2, for Postal III - UDK.
Why to choose a BUILD engine or OGRE since we have at fingertips Unreal Engine 2.0.
As for remake of Postal 3 - we talk about it on PostalSite. Only the RWS will undertake it?
Unless it's an add on for postal 2.. UDK would be cheaper to use..also,ue2 isn't capable of pulling off what we have/had in mind.. close,but not gonna cut it.. all this said tho.. steam is a game changer,and things are subject to change @ any point..one thing I know for sure,if it ends up being current team,it will be Unreal Tech.

The only thing that's left would be uploading the entire gamefolder somewhere so he just has to copy/paste it into his steamdir (would that be Piracy/illegal filesharing?).
Would even do that,as a last resort but there should be another way since he owns the game on Steam and THEY should "deliver" the content (not another customer that happens to own the same game)
Not @ all.. he's paid for a copy,so he owns it..It's not gonna work with steam if he doesn't anyway..(like how those free weekend games stop working).. but yeah..this is a steam issue without a doubt..I've personally seen it once myself (different game),but lucky 4 me a reboot did the trick..

I recently purchased Postal 2 Complete on Steam and when I try to install it, it says "An error occurred while installing POSTAL 2 Complete (content servers unreachable)". This has happened with other games of mine, but it worked after a couple of times. I have tried countless times trying to get it working again, and have even asked Valve about it, all with no luck. I was very excited to play it and it was a extremely huge let down to know that I couldn't play it. Please try your best to help me and thanks in advance for helping. 
The problem is your internet connection,are you using some sort of 3g wireless network?

I don't see Postal 3 remake happening anyway..so it won't be on source,or UDK.  Postal 1 Remake however has a very strong chance of happening,and it will most likely be UDK.. simply because the current proposed team (which could always change) knows Unreal better than any other..
